eBike/eScooter Local Regulations and Information
THE BOROUGH OF NEW PROVIDENCE REQUIRES ALL E-BIKE AND E-SCOOTERS OPERATED WITHIN THE BOROUGH TO BE REGISTERED WITH THE MUNICIPALITY
Electric bikes and scooters have become more common in our area, especially among younger riders. With that comes a responsibility to ensure riders know the rules and the community stays safe. To support that, New Providence has adopted local ordinances, effective December 1, 2025, requiring eBike and eScooter riders to register their devices and follow a clear set of safety rules.
Registration opens January 1, 2026 and requires basic rider and device information to be provided.

What are the rules?
These rules apply to all eBike/eScooter riders in New Providence:
- No earbuds or headphones while riding
- No riding on sidewalks
- Follow all standard traffic laws
- Register your eBike/eScooter with the Borough
- Display your registration decal on on the seat post or rear fender; It must be visible from behind while riding

Common Questions
Who needs to register?
All riders using a Class 1 or Class 2 eBike/eScooter in New Providence must register their bikes starting January 1, 2026. Registration is not required for traditional (non-motorized) bicycles.
Why is registration important?
It helps ensure that riders understand the rules and are equipped to ride safely. It also helps officers identify bikes in case of a stop, accident, or safety concern, and helps families avoid fines or confusion later.
Is there a cost to register?
Yes, the fee to register is $20.
What do I get after registering?
Each registered eBike/eScooter will receive a decal to be placed on the rear fender or seat post, visible from behind. This confirms compliance.
What kind of eBike do I have?
If your eBike/eScooter has a motor that assists up to 20 mph and uses a pedal-assist and/or throttle, it’s likely a Class 1 or Class 2 eBike, both of which fall under this program. Your eBike’s/eScooter's serial tag should include the class eBike/eScooter you own.
Can the same registration cover multiple devices?
No. Each eBike/eScooter used by a rider must be registered individually.
What if we sell the eBike/eScooter or no longer use it?
You can contact the borough to update or cancel the registration.
What are the fines if we get a ticket?
In the event that any individual violates the terms of this article, he/she shall be subject to a fine in the Municipal Court of the Borough of New Providence in the amount no greater than $100 for a first offense, no more than $200 for the 2nd offense, and $500 for any subsequent offenses. Violations of these provisions, by a user, who is a juvenile will subject the legal guardian, of that user, to the violations and penalties prescribed above. The Police Department may confiscate any electric transportation device being operated in violation of this law.
